From mid April 2026, RWG will introduce additional checks in the gate process at the terminal. With these checks RWG aims to further strengthen safety, compliance and integrity at the terminal.

These checks will be carried out via the CargoCard. The CargoCard is therefore becoming an increasingly important part of the terminal process. With one access pass it can be verified whether drivers are authorized to drive, whether they are allowed to transport dangerous goods and whether carriers and drivers comply with the integrity agreements within the port.

What will be checked?

Valid driver’s license
It will be checked whether the driver holds a valid and up to date driver’s license.

ADR certificate for dangerous goods
When a container with dangerous goods is collected, RWG will check whether the driver has a valid ADR certificate.

Gatekeeper integrity agreement
RWG will also check whether both the carrier and the driver have signed the Gatekeeper integrity agreement. This declaration is part of port wide measures to make the logistics chain more resilient against criminal interference.

What do you need to do?

To avoid issues at the gate it is important that the driver’s details in XS ID Online are complete and up to date. After updating the information, the driver must update the CargoCard at RWG or at our Service Point Maasvlakte Plaza.

 

If information is missing or not up to date, access to the terminal may be refused.

Frequently Asked Questions (FAQ)

You can easily add a user’s driver’s license to the access pass. Follow the steps below:

New user

When applying for a new access pass, you can add the driver’s license after adding the required trainings or instructions. Enter the driver’s license number, select the relevant license categories and specify the expiration date for each category.

Existing user

  1. Go to XS-ID Online
    Log in to XS-ID Online and navigate to the menu item XS-ID users.
  2. Select the user
    Click on the name of the XS-ID user.
  3. Edit driver’s license
    Click Edit driver’s license and enter the driver’s license details.
  4. Enter the details
    Enter the driver’s license number. Select the relevant license categories and specify the expiration date for each category.
  5. Check the information
    Click Next and carefully review all entered information.
  6. Submit the request
    Are all details correct? Submit the change. The user will receive a notification to review and approve the update.
  7. Activate the driver’s license
    Once the user has approved the request, the access pass can be updated at one of our activation locations. After that, the driver’s license has been successfully added.

New user

When applying for a new access pass, you can add the ADR certificate after adding the required trainings or instructions. Enter the certificate number and the validity period.

Please note:
ADR certificates must be added per classification. This means an ADR Basic certificate must always be added first before adding ADR Class 1, ADR Class 7, or ADR Tanks.

Existing user

  1. Go to XS ID Online
    Log in to XS-ID Online and navigate to the menu item XS-ID users.
  2. Select the user
    Click on the name of the XS-D user.
  3. Edit trainings or instructions
    Click Change trainings or instructions at the bottom right of the Trainings or Instructions section.
  4. Add a certificate
    Click Add manually to add a new certificate.
  5. Select ADR scope
    Under Scope, select ADR and then choose the correct ADR type.
  6. Enter the details
    Enter the validity period and the certificate number of the ADR Basic certificate and click OK. After that, you can add other ADR certificates if applicable, such as ADR Class 1, ADR Class 7, or ADR Tanks.
  7. Submit the request
    Are all details correct? Submit the request. The user will receive a notification to review and approve the change.
  8. Activate the certificate
    Once the user has approved the request, the access pass can be updated at one of our activation locations. After that, the ADR certificate has been successfully added.

The Gatekeeper integrity agreement can be signed in our customer portal XS ID Online. By agreeing to the agreement, you will always have access to high risk terminals that apply the Gatekeeper protocol. Follow the instructions below.

For companies with access passes

Log in to XS-ID Online and go to your company overview. Scroll down to Additional services. There you will find the integrity agreement and you can sign it digitally.

I have a CargoCard access pass

Log in to XS-ID Online. You will be taken directly to the correct screen. Under Contracts and permissions you can digitally sign the Gatekeeper agreement.
