The change involves 100% registration and verification of PortKey users—both drivers and passengers—and the introduction of facial recognition.

In September 2025 (exact date to be announced), ECT will change the access policy for PortKey users at the ECT Delta terminal. This change is necessary to be able to comply with ISPS legislation (Port Security Act).

What does this change mean?

Starting in September, all PortKey users must be fully registered and verified before gaining access to the terminal. This measure particularly affects PortKey users who carpool or enter the terminal together in a company vehicle.

 

Currently, when multiple PortKey users arrive in one vehicle, only the driver registers at the gate using his or her PortKey. Under the new policy, vehicles with multiple passengers must use a designated carpool lane. The driver will register as usual from the vehicle using his or her PortKey. All passengers must exit the vehicle and enter the ECT Delta terminal via a turnstile using their own PortKey. They may then rejoin the vehicle inside the terminal.

 

When exiting the terminal, the driver must present not only his or her own PortKey from the vehicle but also those of all passengers. This is necessary to deregister all PortKeys from the system, allowing access during future visits.

Please note: Facial recognition is necessary


Important: Facial recognition will be used in the turnstile as biometric verification. PortKey users must have facial recognition added to their PortKey before this new policy is implemented. Without facial recognition, passengers will not be able to enter the ECT Delta terminal and must report to the service desk. Finger vein technology will remain temporarily active for drivers in the carpool lane but will eventually be phased out. The introduction of facial recognition is necessary because finger vein equipment is no longer available.

Want to make sure facial recognition is activated on your PortKey? Just follow these steps:

 

  1. Log in to XS-ID Online using your personal XS-ID.
  2. Click on your XS-ID and then go to User details.
  3. Scroll down to the section XS-Keys and biometrics.
  4. Do you see a green checkmark next to Facial recognition? Then it’s all set up. No checkmark? Then facial recognition is not yet active. This applies to other biometric features as well.

Yes, the use of facial recognition is completely safe and privacy-proof. If you have facial recognition added to your CargoCard, this is done at one of the affiliated activation locations, including the Secure Logistics Service Point Maasvlakte Plaza. A one-time photo of your face is taken there and encrypted using advanced encryption and stored on the chip of your access pass. The photo is then immediately deleted from the computer at the activation location. So nothing is saved. Only you have the code with you, on your pass. The pass is used exclusively for access and can only be read by Secure Logistics equipment.

 

In addition, we ensure that your biometric data is maximally protected.

 

Full control: Your biometric data is only used when you present your pass. As a user, you therefore have full control over this.

 

No storage location outside the pass: The biometric data is only on your access pass, nowhere else. This means that it is not stored at an acceptance location, such as a terminal.

 

Securely deleted after destruction: Once the access card is destroyed, the biometric data is also deleted and can no longer be accessed.

What is often called ‘facial recognition’ is in fact facial verification with us. This means that your face is compared one-on-one with a biometric profile that is encrypted and stored on your access pass, such as the CargoCard. There is therefore no central database and therefore no large-scale storage of faces. The comparison only takes place when you present your pass yourself.
